Problem using Hex inverter IC 54AC04

i am using one inverter in 54AC 04 IC in frequency divider ckt at 30 MHz(with 54AC08 & 54ACS109). remaining inverter in IC are kept floating. The ckt is showing oscillation. As I touch the body of inverter IC, Oscillation stops and ckt O/P is OK.
Please Suggest how to remove these oscillations?
