Programming AT90s1200-12 for car gear selection

so basically gearbox has 7 solenoids to control gear selection, solenoids 1 and 2 are the gear selection

1st gear: Both S1 and S2 on
2nd gear: S2 on
3rd gear: both off
4th gear: S1 on

i need to program the AT90s1200-12 so that i can have 2 switches (v+) (v+) that dependinf on which pin it is switch the solenoids , like up and down gears

any ideas?
