Work backwards from the motor until you discover the point at which the voltage is missing.
On the speed control (relay) board, using the black wire connection as ground, what voltages do you measure on the other coloured wires (poke your test lead down on to the visible metal connectors).
Also, remove and flip the relay board and post a pic.
Have you tried applying a DC voltage directly to the motor to see if the motor itself works?
