Quasar Projection TV vertical jitter & foldover

I have a Quasar Projection TV, model SR5140HK, Chassis AEDC807. When
changing channels or switching input sources, the image will either go
into vertical jitter or the entire image will shift upward and
foldover on the top.

The only thing that sometimes corrects the problem is to continuously
change channels to try and get the image back to normal. This can
take anywhere from 1-2 channel changes to over 15 mins of trying this!

Also, sometimes when powering off the set, it won't completely power
off. The indicator LED shows the set is off, the audio is off, but
the picture is very faint; can easily be seen in dark environment.

I do have service manual for this set.

Any hints on where to look first? Has this been seen before? A bad
PS causing all of this?

Do an ESR test on all the capacitors in the vertical amp section, and in the
sync amp areas. It is common on these older sets for the caps to go openish
from age. Replacing all the defective caps should fix this fault.
