Question about double layer capacitors

I had to replace a leaky 0.1F double layer capacitor in a device and was wondering if the new part measured correctly. I ordered Panasonic part EECS0HD104H for the replacement but it only measures 35uF using a digital multimeter. Are these type of capacitors tested a different way? I bought the capacitor from a US seller with an outstanding reputation rating

You don't say what meter you are using, but if you look up its specs it probably has a max-min range for the capacitance function. I doubt that 0.1 F is within its range.

the meter maximum is 200uF. I was curious to see if it would max out the meter and it didn't. when I measure caps over 200uF it always maxes out. I didn't expect a 0.1F cap to read 35uF
