Hello team,
I have 9.0V ,7.8AH ,3S3P Lion rechargeable battery. Please suggest me suitable battery charger IC or battery charge scheme without IC.

Li-ion cells have a nominal voltage of 3.7V, so a 3S3P battery should provide a nominal 3 x 3.7V = 11.1V. Are you sure of your battery's voltage and chemistry?

Maybe it's similar to this.........in which case, plenty of smart r/c battery chargers will work.
Some, say around $50 mark are "combination" style and not necessarily suited to LiFe and LiPo.
More expensive units have these battery type as individual selections in the charger menu.
HTRC are just one of many, ranging from $70 odd up to maybe $160.

The battery shown is labelled ":LiFe" which has a lower voltage than LiIon.

As others have stated, getting 9 V from LiIon cells is not possible (at least not directly) as the cell voltage is ~3.7 V. Show us the specifications (datasheet, photo) of your battery, please.

Aren't the 3V cells Lithium Manganese Dioxide?
You need to be sure of the chemistry. If you don't charge Lithium-based cells correctly you are likely to have a fire or explosion.

Little 3V lithium coin cell batteries like CR2032 use Lithium Manganese Dioxide. They are not rechargeable.
