Also instructions not to bid until you contact the seller. Kind of
suspicious.

Yeah. It's just a spectrum analyzer and tracking generator. It's not
a service monitor. No receiver, no modulation meter, no SINAD meter,
no counter, etc. IF bandwidth only goes down to 1Khz. If you want to
look at RF spectra, fix cable tilt, chase RFI/EMI/ingress, or sweep
bottles or coax, it's probably ok. If you wanna test and service 2way
radios, find something better.

Check with the seller if it's the TV version:

Did you notice that she wants to be contacted before bidding.
Something about her unique terms of sale. Her other auctions are all
guitars and such. I'm suspicious.

Me too. And both of them have bids on them anyway, so BIN is not (supposed
to be) possible.
These will go for much higher than $1K, bet on it. Likely they'll go for
over $2K.

I have seen these kind listings many times before (a picture with
sales terms). It is a scam by someone who hacks Ebay accounts. Ebay
will remove the listing soon.

Heh heh heh.

Rule number one. Don't bother bidding if the seller didn't photograph
the item you are going to receive. Factory advertisement photos are
usually bad news.

I spotted a research grade telescope on ebay a few years ago with a
similar style advert. We're talking something the price of a luxury car.
I alerted ebay and the item was removed.

Just for a joke I bid. Ebay canceled the sale, said account was
compromised. ...
