I am looking for an audio tapered 25k pot with less than 300 degree angle of twist. The smaller the better, but it obviously needs to retain good resolution. Alternatively, a linear or string/yo yo pot with a small pull length (3/4" or smaller) would work. It also needs to be cheapish, less than $20 a piece in bulk, 1000-2000 purchase order.
I need to rotate a pot completely within a small enclosure with a mechanical linkage, so I need less twist or less pull to make the design work.

Thanks in advance

Depending on what the pot is connected to, can't you use just part of the rotary range and compensate electronically for the fact that the resistance range will be from something more than zero to something less than 25k?

You could go the way I did (only interchange the gears) when I needed a tacho needle to travel 270 degrees from a servo (60 degrees).
Another approach would be as i did on an encoder. Use two shafts with diameters proportional to the ratio of degrees, secure then wrap three or four turns of a piece of dial cord around the first shaft, off to the second shaft under tension with similar number of turns and then secure there also.

At that price point ($40k for 2000) you could probably approach a manufacturer to produce one for you.
