Simple TTL question

I am trying to hook up a 7400N quad NAND chip to use as a debouncer
for a switch and am running into a problem I don't understand. When I
provide power to the chip (pin 7 to ground, pin 14 to +5V) and wire
pins 1 and 2 to ground, I only measure 3V at pin 3. Shouldn't it be
5V or close to it? I'm new to this racket so any pointers would be
greatly appreciated.

This is decided by TTL characteristic, if you want to get 5v output, you
must use CD4011 to replace 7400
