You also need a receiver, plus a huge amount of computing power, plus a SIM card reader or equivalent storage of user account information. I think the physical size of the transmitter portion of a cell phone is a relatively small problem to solve. The world is awash in billions of dead cell phones. Find one and disassemble it to see how the pro's do it.

one more general question tho, do you happen to know transmitters that only send signal to the network tower that could fit in a 10mm diameer tube? I really am anxious in fitting it in there

mobile phone or to a telephone network. You are towing the line if you are in the United States that would be a matter of national security and you will disappear if you are successful.
For educational purposes or for a mind experiment I could see why you would ask such questions.

well I live in some state in Africa and let's just say I have full access to the cell service provider and I'm trying out something cool to stop illegal arms travelling in my nation and neighboring countries .... I can't say the technicallity but I need a transmitter that can just signal the network tower and I could Id
