Solar Battery NiMh Charger w/ Solar Panel as Light Detector

Hi All,

I am rather new to the electronics language and what i am trying to build is a circuit that allows a solar panel to charge a 1 (8 x AA 1.2v) 9.6v battery pack during the day, but as the sun goes down the solar panel is used to detect the light and as it gets dark outside. I would like for the battery to be used to power a LED Strip 3528 (30-55 LEDS) until sun rises. Now i have a design but i would like to know of any additional tweaks or add ons or even a intelligent circuit.

All input/tweaks are welcomed...thanks:D

Also should i add a overcharge protection on this with LED's? or thats not needed.

Based on the picture below i may just need to add a voltage regulator to prevent overcharge or discharge? Would the LM317T work just fine?
