"soldering iron" like instrument generating only low heat.

The best way to get rid of the itching of a bite or a hive is to apply heat. For example, you can use a hot cup of coffee and press it against the bite, or empty the cup and just use it once it heats up. But there is a significant danger of burning yourself and a cup is awkward and impossible in some areas. What happens is you immediately feel a very pleasant sensation -- probably related to itching, and you stop when that sensation stops. It will last most of the day. This has been know for a long time, but physicians ( e.g. dermatologist) never mention for fear that someone will burn themselves, and the temperature needed is variable depending on how sensitive the skin is. The range of temperatures that are safe are know based on how hot one should keep the hot water in one's house. There is nothing that works as well except freezing the itching spot with a spray.

Question: How would you go about creating something like a soldering iron, preferable something like the portable ones, with a flat tip that can be touched to the bite or hive and the temperature increased through a safe range to achieve relief? Battery powered would be best.
