Is there a procedure for calculating the propagation speed of an electrical
signal over wire given the type of wire and its dimensions? If not is there
some rule of thumb for the speed?

Hi, a simple way to calculate the speed by comparison.
Suppose the wire is from "A" to "B", connecting the "A" to a pulse
generator, and connect the "B" to a pico second oscillator that has
dual traces, another trace input connected to "A" point (Note: the "A"
to "B" long enough to compare to the length of "A" to oscilloscope
input), now you can compare both traces response, the different
between front edge of pulse is the time delay in wire, from that you
can calculate the propagation delay in wire very precisely.

Modified: "and connect the "B" to a pico second sampling oscilloscope
that has dual traces,"
Note: Pico second sampling oscilloscope is used for measuring
the pico second(1/1000,000,000,000 second) time delay,
such as the time delay within a semiconductor etc.
