Submerging Steamer Wand

I bought a handheld steam cleaner with an attachable metal wand. Is it safe to partially submerge the wand portion in liquid in order to steam it, like a barista uses an espresso machine to steam milk for example? Is there a considerable risk of electricution?

No electrical risk but a definite risk to your finances as the energy in those wands is far too small to make a significant difference to water heating using the steam output..... look at the steam cleaners technical spec and if its wattage is less than your electric kettle then factor in the time difference to boil enough water for a cup of tea THEN take into account the significant energy loss in the conversion/transmission process.
