The symptom suggests that the receiver has developed a fault which draws excessive current from the power supply, which is then going into self-protect 'hiccup' mode . This involves it shutting down, waiting a bit, starting up again, sensing an overload condition is still present, shutting down .....etc.
It would help if you could post at least the make and model of your receiver, together with a link to any technical data for it.
