If it wasn't cut or broken you should just be able to route properly and leave the last to getting it upon the BIG tuning pulley, where a light pulling on of the associated tensioning spring should let you get just enough dial cord slack to then just roll it upon the drum / pulley..
Otherwise, we would need photos of all of the mechanics that it is being routed around on.

It isn't cut or broken - just come off the drum at the bottom of the big variable capacitor. I haven't fully disassembled it, but there seems to be two small pulleys: one at where the cord goes into the pointer mechanism and another one as shown below.
