Transistors voltage limit

I have some 2n2222 TO92 npn transistors. On datasheets it says the collector-emitter voltage is 30. That is the upper limit, it should work with less voltage than that, 12 V for example. Is this correct?

That is the meaning of an upper limit.
V_CE is not the only parameter to observe, however. Check all other parameters, too.
