variable power supply problem

i have constructed a simple variable power supply from a project i
found on the net at http://www.uoguelph.ca/~antoon/circ/vps.htm after
building it, i hooked up my multimeter to the outputs to ee if i had
succeded. and it worked, or so i thought it was. heres my question and
well problem. as soon as i apply any type of a load to the outputs,
the voltage on the meter drops to near zero. and whatever the load
that i applied nothing happens. ie. a light bulb wont light or a
little dc motor doesnt spin. but as soon as i remove the load the
voltage goes right back up. im not very knowledgeable in the realm of
electronics, so any and all help is appreciated. -mike

Were do you connect the load?

It should work just fine. Try replacing the voltage regulator chip.
