The latest EC scam requires every electronics producer in the UK to
cough up a minimum of £450 by March 15th. What are other (UK) folks
doing, and is there any information, anywhere, as to which scheme is the
least waste of money?

three options
a) Cough up 450 pounds
b) leave the coutry
c) stop producing

plus there might be a chance to get an exempt.

One of our regular customers is the Environment Agency. We've put up the

Does that apply to subcontractors, like pcb assembly and wiring shops

The importer has to deal with AIUI. Unless it's from another EU country I
suppose.
