Digital Energy Meter Repairs

Hi, am new here. Please I need help in repairing this Digital Energy Meter - its front LED are lighting up but the LCD is not coming up. Thanks!

There appears to be a battery on the board too. Does it have a charge and what voltage does it measure?

as said, what is the voltage on the battery?
it seems to be a lithium battery of 3.6 volts.
on the side of the battery there seems to be more info.

The battery is a 3.6V battery that is bad, but another 3.6V battery has been soldered at the back of the board.
