Many people have. Personally, I used a PIC to control an ISD1000A (from
Radio Shack) which played morse code sequences for a radio direction finder
thingy. The other one was an ISD2590 (90 second chip) which had a series of
train whistle clips on it. I addressed each one based on a switch input.
It's fairly easy. If you do a Google search for isd and PIC, you'll find
lots of stuff.
