Newbie asking foer help woth pic and programmer

I hope that someone can help me here

I have a Kit 149 Version B Pic Programmer
I have dloaded the reqiuired file as per the instructions
I ran the programmer and software as per the instructions and
with a chip i think maybe zapped with static i got he following results

When i put the chip in to the progammer and verify i get
ROM DATA
3fff at every address
EEPROM DATA
FF at every address

When i do an erase
ROM Programming error at address 0x0001
Verify = ROM error at 0x0000
Good 0x1e03
Bad 0x3fff
When i blank the chip i get an error stating ID FUSE programming error

So i put a new chip in ad made sure that i used an appropiate tool and i was
able to get the rom data and the eeprom data to show 0000 in all the
addresses
I then was able to verify and clear the chip with no problems
When i went to program the chip i got the same error as above
ROM Programming error at address 0x0001

Have i comiled the file in a wrong compiler
Have i not put in an address range
Or is it a programmer error
Would love to get some positive feedback on this
and yes i do know the dfference between

So i have gone and bought a new pic chip and yes it is a 16f84
And i followed the instructions and i get the same error message as before

ROM Programming error at address 0x0001

A quick search indicates your kit originates from this site -
http://www.kitsrus.com/upuc.html#k149 (sells via various resellers)
There is some documentation PDF files there and various versions of software
to download - you probably need the latest version (diypack7) and the
documentation has an email address for the designer - probably best you
contact him.

Have you made sure RB7 and RB6 are disconnected from rest of circuit while
programming (but still connected to data and clock lines)?

I dont know much about this stuff.but that was a lesson I learnt.....thought
id pass it on incase it helps
