Newbie needs help determining correct voltage for this circuit

This is an air ionizer. There is no plug attached to the output wires, and there is no earth wire. So there is only a brown + and black - wire.
In the circuit, there is a single bulb wired to the brown and black wires.
Here is a list of the other components, which lead me to believe that this circuit might have been designed to run on AC 240V mains, due to the high voltage these components can handle. But I want to be sure before risking frying the circuit ;)
1 bulb, Voltage unknown
21x 630V 0.01 µF blue capacitors (filtering, coupling or storage)
21x N4007A MIC rectifier diodes maximum reverse voltage rating of 1000V
3 resistors
5 naked wires which seem to function as ionizer emitters for the device.

120 VAC only!. With 240VAC input, the voltage across the capacitors exceed that 630V rating .

Without any form of circuit diagram that comment would be null and void.
Actually, Ramussen’s reply turned out to be quite correct. The device functions perfectly well on 240V mains supply. Had I known that it had a neon bulb before I would probably have guessed that it wouldn’t run on DC voltage.

At 240VAC input, the voltage across those 630V caps will be near 680 volts.
