What is that wax covering the solder joint inside a usb cable?

I’ve tried to repair a few usb 3.0 cables and once I cut off the rubber housing the wires are coated in a tough wax like glue-gun glue only tougher.

A. Any idea how I could get it off? I tried an electronics heat gun but keep also accidentally melting the wire housings.

B. Any idea what its called and where to get it?

It's usually hot glue … hence why harder than silicon
