No, it means at 80mA the voltage across them will be between 3.0V and 3.4V and the light outut will be between 16000mcd and 20000mcd.

The actual intensity is not guaranteed to be correlated with Vf at a particular current.

I can buy superbright LEDs for 5 cents and get 20,000mcd at a current of 17 mA so these LEDs are real junk.

An LED is supposed to be fed a limited current, not just a voltage. Post a video of your LED instantly burning out when you connect 3.4V to it.
