I bought a low voltage transformer to power a halogen light. Does it matter
which way around I wire it on the primary side?

What do you mean "which way around"? If the primary has multiple taps
is does matter. If you mean which wire goes to the hot lead and which
goes to the neutral, it should not matter from a functional point of
view but may need to be wired in a particular way to meet code.
