what does this do?

A motorcycle riding friend assed away and in helping his wife clear out some of his stuff I acquired this and I have no idea what it does. It has an ase plug like the one we have for a battery tender, the orange wire looks like it had a plug with red white and black leads.
I am lost with electronics can anyone help with what this was for.

Cannot say "what" it is but can say it is made up of 120v mains components so take care there.
Leads come and go from the "box" so can be dangerous in no uncertain terms.
Transformer appears to run on Blk-common and White-120v for the primary with the 208 and 240 wires terminated.
Cannot see past the blurry images as to what the secondary of the transformer does or connects to but guessing it connects to the controls of the relay coil @24V AC.
Timer unit seems to be a digital delay timer with "1" and "2" set to on, so 3 seconds.(binary 1 + 2 = 3)
Whether delay on or off is another matter.
Unit on the right appears to be a relay of some kind, no idea what for but does control one core of the orange flex.
