Or more likely a shorted Blue CRT.

Maybe.
Check HV output transistor (shorted)?
0.33 Ohm emitter resistor (blown)?
If so, it's often the flyback.
There are also 2KV ceramic caps on the flyback
primary that sometimes go awry (burnt)?

Check low value resistor (R939 I think) near HOT; if it's open, look down into
the blue CRT using a good light and see if the tube is cracked; also look at
the neck of the CRT; you may see liquid in there; if so, replace blue CRT, if
you want to spend that much on it...I have seen a couple of bad flybacks on
these, and even a couple of bad SMPS transformers, but usually it's the tube.
