Wiring Police Light Bar

I have a police light bar that I want to be able to plug into a house outlet so they light up. I know very little about electronics. Does anyone know how I could do this?

It's a Federal Signal Corp Vista light bar.

That documentation seems good. You need a 12VDC power supply capable of up to 15A. You can use an inline fuse holder with an 8A fuse for testing purposes. You may need 10A and 15A fuses for some features. After you have everything tested and identified, install a fuse block and switches as you like. There are several features included in the wiring diagram which are optional and may not be included in your bar.

The shielded cable will be an audio input to the amplifier/speaker.

The single large black wire is the ground and all 12V lines are in the 19 conductor control cable.
